Temporary congestion on repeat deflection

Here's what happened:
BC10, using DNA want to swap a DT570 for a DT590 so delete extn 1234 and recreate with new IPEI. Go to subscribe phone and says successful but doesn't work. CXAKP confirms something not right as access rights not showing confirmed and not showing IPEI or AUTKEY as it should if the phone hasn't been subscribed. Try to delete extn but get "Temporary Congestion" when trying to remove the personal number. Was able to remove some of the list entries and add new ones but can't completely remove the personal number therefore cannot delete the cordless extn.
