Tempoary message for a downed network

We are haviing to rebuild after a major server crash. Our Excahnge 5.5 is alive and well, but have not yet rebuilt dns: mail is coming in, but noone can access it. Is there a way to have a tempoary message sent with rejection of mail? My plan is to add 0.0.0.0 subnet 0.0.0.0 in the list of rejected domains. Is there a better way? Thanks.
 
Just turn off the Exchange Internet Mail Service and no mail will be received. The sending servers will retry, usually for up to 72 hours (sometimes only 48) and after that will generate an NDR to the sender.
