Template page won’t fully set in ID CS5

I want to set a template where the page size and pasteboard will stay exactly as they are when I save .. which is with the pasteboard closed up close around my doc. But, CS5 won’t lock that size setting in. Every time I reopen the template, the pasteboard is spread out again covering my whole screen.

Saving this template worked fine in CS3. Is there a setting I can change in CS5 or is this a flaw?
