Template and html quickie

Hey, I'm a little new to templates, but how do you create them? Can you create them in Dreamweaver or in html or do you need a graphics program? Anyone got any good tutorial sites on how to create templates?

There are lots of diferent approaches to making templates depending on what you want to do with them. If you've got Dreamweaver you can use that to do templates. I'm not a dreamweaver expert but normally the help files are a good place to start.
