Temp dir permissions change on reboot

I am developing a very simple ASP / MS Access site on IIS 5.0. It is only running on my home PC, so I don't need a more robust DB solution.

However, every time I reboot the security permissions on my TEMP directory change making it so the JET driver that reads the Access DB doesn't work. I have to go in an add IUSER to the TEMP directory permission list to get it to work.

Why does the security permission change on the TEMP directory on every reboot? Can I use a different directory as my TEMP, if so how would I set that up?

Any ideas or suggestions are appreciated. Thanks in advance!
