Serveral options...
You can use a 7100 which has a ringer relay in the base. Connect to a low voltage flasher unit just disable the speaker.
Any T series phone the message waiting lamp flashes when the set rings... again disable the speaker.
Use the Aux relay linked to a DN connect to a flasher

You can get an external flasher and connect it physically, and via programming so that it strobes when the phone rings. Several manufacturers make such devices. Algo Solutions
