Telset User ID (numeric)

hi can someone tell me how to change the Telset User ID?

or disable Telset all together, i unchecked box for telset, but i still receive this message on the welcome screen

I have a Nortel BCM400 4.0 version: 4.0.2.03

oh and i would like to run an update for this version to 4.0.2.21d i have the files, but it's an upgrade from 3.x to 4.0.2.21d

yes, i went through the documentation,

i went in again and checked the logins and I guess i skipped the password field for Telset

the banner is gone now.
