Telnet sessions being limited

On a SCO OpenServer 5.0.6 box we are being limited to 5 telnet connections. On the sixth attempt to connect we get this error message:
Terminal ttyp0 (or ttyp14 etc..) is disabled -- See Account Administrator
As far as I know we have the default for telnet connections which is 96.
Anyone have any ideas?

Thanks for the info. We had several ttyp's locked.
