Telnet session from NT to VAX through Raptor

Can anyone help me with this one. I am trying to create a telnet session from an NT domain through a Raptor firewall to a VAX 4000 (VMS version 6). I can "ping" from NT to the VAX as per rules I have setup.

Have tried the following rule for Telnet but does not seem to work. I get the Raptor Secure Gateway displayed and that is it. NO keyboard or mouse activity.

Rule #1 Coming in via: ANY
From Source: External
Destination: VAX
Going out via: ANY

Services: telnet

When I make the rule to disallow telnet, it responds correctly and gives the response "Access Denied"!!!!

Any suggestions as to where I am going wrong?

Can you dump out the traffic (tcpdump) and see what it is doing on both sides?
