telnet configuration

Not sure about 3000, but you can use the rotary command on the vty ports to enable telnet to 3001.
Example:
line vty 04
rotary 1
Would enable telnet on port 3001. Then you can just block incoming connections to 23, and the only way to telnet to it is through port 3001.
