Do they need to hyperlink to different places?
If not then just create an anmiated gif with each phase of the animation being a separate banner. THis works if tehy are not hyperlinked, or link to the same place.
If they need to link to separate places, then you will need to use some javascript to load a new image over the top and change the hyperlink at timed intervals.
