We are looking at the possibility of installing 16 Teleworker phones onto one site with a 10mb internet connection. Is there likely to be any issues with this. It would be rare for these extensions to call each other, except when transfering calls.

Any advice on setup appreciated.

I would not worry about these phones calling each other locally. I would worry more about your 10mb switch and your internet connection. There is a voip site that checks to see how many voip calls your connection can handle. It's free. Testyourvoip.com

Assuming your question is regarding bandwidth. A good number to use to estimate traffic is 100k per call. Even if all of the TW sets are in use at the same time (unlikely) this only amounts to 1.6Meg.

No worrys about bandwidth.

Using some sort of shaper for data traffic on your border router will dramaticaly improve chanses for voice traffic to get through. I would like you to make a note that in the public Internet there is no any guarantee and you may have enough bandwidth in your access link, but packets may be dropped somwhere else.
