You can do something very simply by using some masked shapes and size.
One of the new features in After Effects 7.0 is the 32-bit color space. What is nice about this addition is that you can get more smalll elements of "glowy" tv tube - -
Watch a clip thhat looks like the old TUBE DISCHARGE. I don't think televisions do it anymore tho.
