Telephony Programming Not Available

I have a BCM 3.5 that we are trying to dial into remotely. We have connected to the RAS and used the IP address of 10.10.11.1 to access the BCM. When we attempt to open up the telephony services tab, we get a applet Window error saying "telephony programming is not available. A onnnection to the Mcd had no established. Please try again later"
Has anybody experienced this and how to I go about resolving this?

does the UM work locally?

can u access other functions/ system/ resources etc.
 
I can log in to the system and get to the unified manager screen. I can look at most of the config on the switch. What I cant do it open the Telphony services folder to look at available DNs or Lines. That is where I am getting this error message.
 
Yes, I have rebooted the switch. I still am able to access most parts of the BCM software. Telephony Services appears to be the only section that we cannot access. No DN information or line info. I have been able to access all of our other BCM units out in the field via remote access.
