Telephony Manager 3.1 issue with Numbering Plan

I was trying to add a block of DID in my numbering plan. I did it before and it was working fine but recently I can add it but it cannot use it.
For Ex: I add 5500 to 5600, the TM accepted this numbering plan as DID. Then I go to the TM web client and add a phone with ext. 5500. I got an error message in the validation:

* Field: SCR
Description: DN 5500 not in Numbering Plan.
Severity: Error
Error Code:

I checked it again at the TM server and the 5500 to 5600 is in the numbering plan.

Note: I can change or add this block of DID using system terminal.

Any Idea?
 
Is there a reason you validate the DNs when adding them? We typically turn that function off, simply because we've had issues with it.
 
How to turn off the validation feature? it is annoying. I know all of what we have in the system
