telecom accessability devices for the deaf/blind in public spaces recommendations

we are putting in a nursing mothers room & Companion care rooms, ordinarily it would not be to hard to come up with something however now they want something that if I was Blind/Deaf would be able to follow the instructions and get access to said rooms, I know Viking electronics, Valcom & Talkaphone have any number of on devices, that would work if the person was blind, but if the person was Deaf/Hard of hearing what would you use ?
 
How is the room accessed? A buzzer system? Blind access would use sound and deaf would use sight (a light)?
