TDE 620 Expansion Cabinet

I’ve got a phone system with a master NS-1000 and a slave NS-1000 running off of a one look network. Each NS-1000 has 2 Legacy gateway expansion cabinets, but when I go to put the second expansion cabinet on slave NS-1000 INS, I get an error code E033102: Card Obstacle

all the lights are red, that cabinet is not coming up. what licences do you have for the slave
