I would like my incoming calls go to group 601 and then after 4 rings to voicemail which answer the calls with a welcome message and introduce the menu greeting of the company. But i know ICD groups have no intercept.

look in Group setting for Over flow no ANS and add VM floating number as destination, then set timer
