TCPIP=TCP, 0, 15, 2000 (Notes.ini)

I have heard some good things about setting the notes.ini file with the line TCPIP=TCP, 0, 15, 2000. I have done this on a few people's machines and they are running faster. Has anybody done this setting or something similar for there entire network. What would be the impact if I did this for say 400 people?

I relize it is the buffer setting but just would like to hear from some people that have done it as a comfort factor more than anything.
