TCP/IP won't Bind To Network Card

I could use some help, I am installing Belkin 10/100 NICs into 7 win 98 and 1 Win ME workstations. Device manger shows NIC installed properly and working but I can't bind the NIC to TCP/IP. Some machines came right up and worked properly but a few just wont bind.

I tried deleting all protocols and uninstalled & removed NIC but still no luck. Can anyone help or offer any suggestions?
