I have a small network - about 25 users using a server and netware 4.2. A single network card in the server is connected to a 10/100 hub which is further connected to a low speed hub.

I have an email server running tcp/ip which is connected to one of the hub ports and all users can then see the email server.

If I install a second server card, and independently feed the 2 hubs, only users on the hub to which the tcp/ip is diirectly connected can see the email server.

Effectively I wish the tcp/ip packets from the email server to pass through the netware server.

Any ideas?

With two cards in the server, you have to have two separate IP subnets, one for each network and have your Netware server route IP. There are some decent examples on NetWare's support site.
