TCP congestion window size?

I've got a round trip time between 2 computers which is 200ms, the network bandwidth between these two computers is 10Mbps. Packets transmitted between them are of constant size of 1000 bytes. How can I get the TCP congestion window value in order to make the network utilization to reach about 70%?
 
The transmit window must NEVER exceed the receive window. (nor the buffers in any switch in between)Most OSs query the receive Window and adjust the transmit window auto matically

Recent versions of Windows make it hard to adjust. here is a Dated explanation, using old Windows versions.
