Tcl Opening and closing all files in start directory - WIN

I am thoroughly baffled. I have numerous Tcl/Tk programs that are run under WIN XP that were compiled with Freewrap to WIN executables. The behavior that I am seeing with Filemon.exe is that when launched, the current working directory tree and all its files are being opened and closed by my programs. There is no obvious reason for this in the Tcl/Tk code. Usually, this is unnoticeable. Whe someone launches one of my programs from a remote directory, the delay can be very noticeable.
Any help would be appreciated.
