Tax Schedule in A/P

We started using tax schedules in A/P. I have schedules and codes set up to track invoices that require us to pay use tax or sales tax. The tax code within the schedule for use tax has a default of 0%. When a voucher is entered that requires payment of use tax, we select the tax schedule. Then we use the Tax Trx push button and change the taxable amount to the appropriate amount.

A voucher was entered and matched to a PO receiver and did not have a tax schedule applied. Upon review before posting the voucher, we determined that we need to record use tax. When we edit the voucher and add the tax schedule, we are unable to change the taxable amount in the Tax Trx screen. There is no line for the code within that tax schedule. It doesn't seem to make sense that we would need to delete the voucher and re-enter to change this data. I tested on a voucher not matched to a PO and had the same problem. I also tested using a different tax schedule that has codes with a % for sales tax, still no luck. Any suggestions or is this yet another bug in 7.6.300b? (I didn't see a reported bug on the Exact website.)
