tax groups

The tax group that I have created in tax groups does not appear in the selection of vendor groups. Am I doing something wrong or entereing the tax groups in the wrong place ?
I did everything exactly per the manual.
Set up tax authorities
set up tax classes
set up tax rates
and then set up tax groups.

The groups defined here do not appear in the vendor groups selection.

any help would be appreciated

Sorry please ignore this I found was wrong. I set up the group as sales and was setting up the vendor.
