Taskbar obscures windows when maximised

Hey all,

Having quite a problem with the taskbar actually covering windows when maximised, it's almost as if the system isnt taking into account the taskbar and using the entire desktop minus taskbar as the viewable space.

Ive found many an article on the opposite problem, but not this one. Anyone got any ideas?

It seems to only be happening on user accounts, admin accounts seem fine. Users are connecting via Citrix.
 
Not really sure if i understand what you are saying. Its not a case of just changing the always on top option?
 
Unfortunately it doesnt appear to be that simple. It's as if the taskbar is on auto-hide all the time, but its not.

E.g. if you put your taskbar into autohide and move the mouse away a maximised window will expand to where the taskbar normally is. If you mouse over the taskbar it will cover that window. Well all our users are getting that, but with a static taskbar!

It's driving me nuts, and its bound to be something stupidly simple.
 
Still cant get what you are trying to say, maybe a couple of screenshots would be the ticket.
