Taskbar Clock

Hi all

This is a really small problem, but one I seem to be banging my head against a wall with.

We use terminal services and dumb terminals with win 2k. The system was setup by someone else, and I am currently the only person here with access to it.
Right-clciking has been disabled on the task bar, and the clcok has also been disabled. What I would like to do is re-enable this, but for only 1 user.
I cant seem to find the settings where this is accomplished and its driving me crazy!
