Taskbar and Desktop Gone - DirectX Video Driver Problem

I've seen this twice now, after loading Directx 9.0 the desktop and tasbar won't display. On startup, the taskbar appears for a second then goes away. Nothing is visible but the wallpaper. I'm waiting for the registry to back up and am going to try deleting the StuckRects key as explained in the MS Knowledge Base article.
Is there anything else I can do to get Windows to come up again such as editing system.ini or something?? Safe Mode has same syptoms.

If directx 9 is causing your problem, try removing it with the following utilities and reinstall 7 or 8.
