Task planning like TurboProject

Let’s go to imagine a task planning as a Bar- 2D-Graph. The X-axis will be the days and the Y-axis will be the tasks (or projects). So, every row (horizontal bar) in my graph will be a single project. What I need is a bar’s drawer; I mean, I must be able to insert bars in my graph, modify them, drag and drop them, and so on. At the moment, we don’t care how many hours will have every project.
¿There are any tool in Power Builder, or any other way, to draw bars and do what I described? ¿Or the only way is to create an External Dinamic Datawindow?

¿Do you know MS Project or TurboProject? That’s nearly what I need, but not exactly. ¿Why I can not use these programs? Because I can not link these programs to my database online; and these programs don’t manage every case that I need, for example;
¿What happend if I want to define which persons are working in every project? Now I would like to see a graph with the projects that will be made by a particular person, and if I move them, that change must be saved to the general planning. ¿This is possible in MS Project or TurboProject?
