Task Mgr blocked?

On a Gateway with XP Home, my son who is User with admin privileges, can not bring up Task Mgr, he gets a msg that says the Administrator has blocked access to it. But I can access TM from my user profile where I have admin privileges too. Where/what is making the distinction? Any ideas?

his profile might be affected by malware, download hijack this/cwshredder/spybot or similar tool and run it (under his profile).
nobody should have admin priv. when he goes online!
