Task Bar Refreshing 1

I have 10 users accessing Windows 2000 SP2 running Citrix MetaFrame 1.8 SP3. They are accessing via a 250K link. Users complain of an intermittent problem. The taskbar, which contains shortcuts to office 2000 applications, is visibly refreshing, this is not effecting the rest of the screen. I am will be implementing SpeedScreen although I do not think that this will help this particular issue, also I am unsure as to whether the shortcuts to Office are an issue.

Do you work with a SAN network, I know that gives the same problem.....

No it is not on a SAN network, although I do not see what difference this would make
