The best chance you have is to use javascript to determine the screen width and height and use window.open to open a new window to the adjusted size.
This is problematic because you have no way of knowing the useable screen size (are they using XP or Windows 2000 start bars? are they single height or double height? do they have the office toolbar installed? the list goes on and on).
I suggest you stick with what you have, and let the user control the screen size for the browser. If they complain that the page is not full screen, then you can point them to the "maximise window" button.
