Use EM to view them. Click on file and you will see and option for "view network element logs"
It will open a window, direct it to your log file and it will extract the logs fir you to view.
Once the .tar file is extracted, you can view the indiviual logs via EM or sometimes I import them as a CSV. This can be handy for organising and viewing large files
