I sometimes upload/download large files using ftp and after a while my computer slows down so much I have to reboot, after which everything's fine.
I've gone over it for spyware/viruses and there's nothing wrong and there's nothing unnecessary in startup.
Having used Spybot to look at the running processes, I find tapisrv.exe is included and after doing a search on the net to see what it is I stumbled across this thread in a forum:-

web based, privacy invasive organizations to try and read
data on your hard disk.
