Keeping receiving error cannot complete an operation requested by the automatic phone dialer. I have API setup and my license to use tapi it knows to use tapi for dialing out option.

Don't forget in the Dialing Properties of the Phone Dialer in Windows Phone\Modem settings to put any Access Codes you normally need to make an outbound call. You can modify the existing default I have seen this happen before because of that oversight....
