TAPI hanging network services upon close

Hi Guys,
So I've a problem where using TAPI on a program hangs other services in srvhost.exe, mainly around group policy, drive mappings and cryptographic services. This problem occurs on Windows 8 64 bit and Windows 10 64 bit to my knowledge (probably some others, such as server 2012).

I've looked around the forums and a couple of other questions are related (

Does anybody know what this is? Anybody have an answer, or a link to a webpage/forum page that can help me?
