TAPI: Can this be done by code?

I am trying to do the following with C/C++ code:

1. Open a TAPI device (I know how to do it).
2. Change the configuration of the device.
3. Remove it.
4. Add it (so the new configureation will take place).

What are the commands I need to use for steps 2-4?
