TAPI - call answering priorities

I am looking to write an application that will interface with digital phone systems via TAPI. The application will examine the caller id of each incoming call and try and find a matching caller in its own directory of callers. If a match is found it will then popup some the caller's details and allow the user to answer the call. However, if my application does not recognise the caller, I want to allow other applications to process the call instead.

Is it possible to do this with TAPI and if so, how?

 
If someone calls you and dials the ID hide number first, (0197 here), then thats when your TAPI programme wont recognise the ID.
Thought about that?
