I have removed the tape drive and reinstalled but still get this error when i try to access the tape.

Does this sound like a bad tape or tape drive?

This shows in the syslog:
NOTICE: Stp: SCSI tape 0 device 46/0 offline

This shows when I run #tar tvf /dev/rStp0
tar: cannot open: /dev/rStp0

What else should I try?

Usually a bad tape drive.
You might want to reboot the system then look at /usr/adm/messages for any error messages related to the hardware. This is a history of bootups and from first to last you might see an error developing.

A very common scenario is that the tape drive which was installed is jumpered for a different SCSI ID. Double-check the old and new drives and compare jumpers. If you reboot the box (as suggested by Ed), watch the first power-up messages. You will normally see a section where the SCSI controller is initialized and the attached devices are displayed. Compare the displayed ID with what you find with this command:
# hwconfig -h

If you have a controller that you can access [CTRL][A] and run a bus scan for attached devices you might see that the drive has gone away.
Usual SCSI ID for tape drives is #2. Boot hard drive is #0 and CDs are usually #5.
I haven't dealt with the full range of tape drives but would suspect that yours should give a media error if there was a problem with the tape itself.
At the point when you install a tape there should be some tape action while it initializes. If the drive is dead you won't get the action.
