Tandem DID calls to VRU being Rejected

I have an Option 81C that tandems calls into a VRU from a DID number. It always works internally. However, calls from some outside numbers are being rejected. i.e. works from my cell phone but not from my home phone. The d channel trace show the Nortel rejecting the call. I belive that the VRU is looking for more bandwidth and the call is being rejected. These calls only require voice level service. How do I set the PBX to fall-back to voice quality and not reject the call?

look at the ncos of the inbound trunk, it may not be high enough to make the call.. cdb opt cfo forces the switch to look at the ncos of the trunk before doing a tandem.. it might be a qos issue but it seems that internal would be blocked during the same conjestion period?

Got it. The VRU route needed to DSEL 3VCE.
