Tandem Call problem

Hi All

I have a problem with making a Tandem Call or call from Private to Public network.
All the sites are on different location.

Here is the configuration:
Site A:
BCM 50e 1.00.2.04.j
Phone Sets extension starts with 4 and it has 4 digits (ex. 4444)
4 IP Trunks
VPN Connection to Site C
In EM->Resources->Telephony Resource->IP Trunks->Remote Gateway I have the following
Site C, 2 9, destination IP, xxx.xx.1.200 (correct IP address of site C), BCM36, CSE, QoS monitor selected, 0.0
In Telephony->Dialing Plan->Routing->Destination Code i have the following
2, 005,0
8,000,All
9,009,All
In Telephony->Dialing Plan->Routing->Routes i have the following
000, , A (Which is the correct pool of lines),
005, , Bloc: A (which is the correct pool of lines for the Voip Lines), Private
009,9,Bloc A, Private

Site B:
BCM 50 6.0.2.05.237
Phone Sets extension starts with 3 and it has 4 digits (ex. 3301)
2 IP Trunks
VPN Connection to Site C
In EM->Resources->Telephony Resource->IP Trunks->Remote Gateway I have the following
Site C, 2 9, destination IP, xxx.xx.1.200, correct IP address of site C. BCM36, CSE, QoS monitor selected, 0.0
In Telephony->Dialing Plan->Routing->Destination Code i have the following
2, 005,0
8,006,All
9,000,All
In Telephony->Dialing Plan->Routing->Routes i have the following
000, , A (Which is the correct pool of lines),
005, , Bloc: A (which is the correct pool of lines for the Voip Lines), Private
006,9,Bloc A, Private


Site C:
BCM200 4.0.2.03a
Phone Sets extension starts with 2 and it has 4 digits (ex. 2221)
2 IP Trunks
VPN connection to Site A,B
In EM->Resources->Telephony Resource->IP Trunks->Remote Gateway I have the following
Site A, 4 , destination IP, xxx.xx.1.200 (correct IP address of site A), BCM, H232, QoS monitor selected, 0.0
Site B, 3 9 , destination IP, xxx.xx.1.200 (correct IP address of site B), BCM, H232, QoS monitor selected, 0.0

In EM->Resources->Telephony Resource->IP Trunks->Remote Gateway I have the following
Site C, 2 9, destination IP, xxx.xx.1.200, correct IP address of site C. BCM36, CSE, QoS monitor selected, 0.0
In Telephony->Dialing Plan->Routing->Destination Code i have the following

6, 006,All
7, 007,All

In Telephony->Dialing Plan->Routing->Routes i have the following
000, , A (Which is the correct pool of lines),
001, , B (Which is the correct pool of lines),

006, 9, C (which is the correct pool of lines for the VoIP Lines), Private

I am able to make a local call from Site A to Site C by pressing 9.
I am able to make a local call from Site B to Site C by pressing 9
I am not able to make local call from Site C to either Site A or Site B. I want to be able to call site A pressing 6, and Site B pressing 7.
I am able to call extensions from Site C to site A or Site B.
I am able to call extensions from Site A to Site C.
I am able to call extensions from Site B to Site C.

What do i have wrong?
Any help will be appreciated.
