how to take a flash program in .swf format from other sites?

From your temp internet files.

will it be in the swf format only or on the .htm or .html format?

It should be .swf.
When on the site, try to view the source, to get the name of the embedded .swf, let's say it's intro.swf Then once it played, do a search in your temporary internet files with "*.swf". It should appear probably something like this: intro[1].swf, just drag it from the search window on your desktop and rename it to your liking, keeping the .swf extension.
