TActionMainMenuBar.WindowMenu property not working

I've read in other forums about the WindowMenu property of the TActionMainMenuBar class. It appears that it shipped incorrectly in Delphi 7, but was later fixed. I am working with Delphi 2006 and the property is not persisting very well. I've checked the .dfm and the property is correctly assigned there, but when I open the form, the property is blank. I assign the value of '&Window' to the property (since that is the name of my Window menu, with preceding underscore), but when I run the program, MDI children are not added to the Window menu.

I just assign the darn property at run-time. With further testing I found out that if I assign a nonsense string to the WindowMenu property, it saves AND loads fine. But when I assign a valid value (i.e. '&Window') the form doesn't load it into the WindowMenu property. D2006 Bug I suppose.
