TACACS+ Server for Windows

Hey All.

I'm looking for a Windows 2k3 based TACACS+ server.

Cisco's Secure ACS 4.1 is an option but at $6000+ for 1 server license I'm open to other options.

We need a TACACS server for a planned roll out on a Cisco 3550 and 3560 based L3 network.

Is TACACS+ essential or is Radius an option? If you just want user authentication & authorisation Radius on Windows 2000/2003 is a (free) option? If you need command authorisation then you probably need ACS. There are freeware TACACS+ applications out there but they are all Unix/Linux based.
