Programming for a tablet PC isn't much different than programming for anything else. You need to know what your target OS is and what features it supports. Some tablet PCs run Windows CE, some run a tablet-specific version of Windows XP that is nearly identical to regular Windows XP. That's on the Microsoft side, but there are other types of tablets that run other operating systems.
