Table vs. Cell

Hello there, I have a question that sounds very nooby, but I am struggling to find the answer. So at this point, I have about 4 solid weeks of learning and working with HTML. I began on notepad and wrote my first few sites based off of a few that i liked when viewing the source code. Now that I'm moving to learn dreamweaver, I am having a bit of trouble with the layout tables. My main question is when I go into layout view, how should I determine wether I want to create a new Table, or a new Table cell. It is harder for me to actually see the tables im creating then it is to write them in HTML, so I was wondering if there is some guide I can refer to online that will help me figure out when I want to create a new table or just a new cell, thanks.
 
Well, you'd want the cell to be within the table, but I'd recommend not using layout tables. They're often more trouble than the ease they seem to offer. Either create a normal table and nest the info, or use layers. Best advice I have.
