I will tell you that I am just starting to learn how to use div tags and CSS to position them and it is certainly much more precise than using tables to try and acheive the same effect.
As far as the other goes I have to admit I don't follow a hard and fast rule for using any particular method, rather it is often a real trial and error process to find the combinations that look right. Maybe that is why it makes me so mad sometimes.
I would also be very interested in hearing other peoples opinions on this topic, maybe I can learn something that will make my trial and error process a little easier.
