Table Of Contents Not Showing Page Titles

I am new to frontpage , but this should be a no brainer.

I have the pages , Index.htm, plus all child pages setup in the Navigation Window. All of the pages have a Page title.
When I insert a Table of Contents using the Insert-Web Component - For this web site, I expected to see a TOC with the page titles listed. However, the TOC displays with the label "Title of Page', and is seemingly uneditable.

All help appreciated.
