Unless you have Crystal Info or CE10, you're not going to be able to create dynamic Table of Contents at the front of the report.
Info and CE10 allow you to create Report Packages, which give you the ability to schedule multiple reports--with a Table of Contents--as an group.
Otherwise, you're options are to create a Table of Contents with hardcoded page numbers or a dynamic Index at the end of the report, where page numbers are calculated.
