Table Lookup

I have a table that has a lookup field with 2 options that I have entered, "Project Request" and "Contract". Then I have 2 other fields, one called Project and one called Program. Depending on the choice made in the first field, I want the table to look up Program values in either the Project Request table or the Contract table. Then based on the Program choice, I want the Project field to look up the projects that are related to the selected Program (from the selected originally selected table, either Project Request or Contract).

Any suggestions? I'm fairly new at this, and I don't know the ins and outs of linking tables. Anything will be more than I have now! Thanks all.
